Representative Phillips moved and asked unanimous consent that the following committee substitute with a technical title change be adopted in lieu of the original bill: HOUSE CS FOR CS FOR SENATE BILL NO. 178(FIN) "An Act relating to civil nuisance actions; amending Alaska Rules of Civil Procedure 79 and 82; and providing for an effective date." There being no objection, it was so ordered. Amendment No. 1 was offered by Representative Nordlund: Page 1, lines 1 - 2 (title amendment): Delete "amending Alaska Rules of Civil Procedure 79 and 82;" Page 2, line 30, following "defense.", through page 3, line 1: Delete all material. Page 3, lines 6 - 11: Delete all material. Renumber the following bill sections accordingly. 1994-04-19 House Journal Page 3589 SB 178 Representative Nordlund moved and asked unanimous consent that Amendment No. 1 be adopted. Representative Porter objected. Representative Navarre rose to a point of order stating the title change violates the Uniform Rules. The Speaker ruled the title change to be technical, citing an opinion from legal counsel. The Speaker stated that the House would stand at ease until 12:00 noon, and so, the House stood at ease at 11:22 a.m.
