Representative Phillips moved and asked unanimous consent that the             
following committee substitute with a technical title change be adopted        
in lieu of the original bill:

"An Act relating to civil nuisance actions; amending Alaska Rules             
of Civil Procedure 79 and 82; and providing for an effective date."

Representative Nordlund moved and asked unanimous consent that                 
Amendment No. 1 be adopted.                                                    
                                                                               
Representative Porter objected.                                                
                                                                               
Representative Navarre rose to a point of order stating the title change       
violates the Uniform Rules.                                                    
                                                                               
The Speaker ruled the title change to be technical, citing an opinion          
from legal counsel.                                                            
                                                                               
                                                                               
The Speaker stated that the House would stand at ease until 12:00              
noon, and so, the House stood at ease at 11:22 a.m.
